When and where they were married is less clear. It seems most likely that they wed in Cincinnati in 1876 when Annie was 16. However, a marriage license survives that shows them being married in Ontario in 1882. Perhaps Frank had discovered that his divorce from his first wife, Elizabeth, had not been final in 1876.
